Phones sold without Google services
Checked against the makers' own pages · Last reviewed October 15, 2026
These are mainstream phones that ship without Google services. Huawei says its phones from the Mate 30 series on don't come with Google's apps because of Google's licensing, and its China models now run HarmonyOS, which is not Android. Russian phones running Aurora OS use their own apps. The table lists the models we track. [1][2][3][4]

Huawei: two editions, two systems
Huawei's global phones, such as the Mate 80 Pro, run EMUI 15.0, an Android-based system with Huawei's HMS Core and AppGallery. Huawei says HMS Core supports Android apps, but "certain Android apps require support from GMS Core and may not be able to run on HMS Core."
Its China models run HarmonyOS 5 or later, which Huawei says it built itself from the kernel up. Apps come from AppGallery, and ordinary Android app packages install only through the third-party Zhuoyitong app. Huawei says HarmonyOS 7, presented in September 2026, is so far only rolling out in mainland China. Neither edition has Google's apps; Huawei suggests using the web versions. [1][2][3][5][6][7]
US restrictions on Huawei
The US Commerce Department added Huawei Technologies Co., Ltd. and affiliates to its Entity List in a rule effective May 16, 2019, which imposes extra US export license requirements on listed companies. Each phone page explains how US buyers can get the phone through importers and which US bands it supports. See also importing a phone to the US and phone bands and US carriers. [8]
Russia: Aurora OS
Aurora OS is a Linux-based system developed since 2016 by Russia's Open Mobile Platform. Android apps don't run on it; its developer guide says they must be rewritten with Qt or Flutter. Apps come from RuStore. Open Mobile Platform says most Aurora devices are supplied only to organizations. [4][9][10][11][12]
Questions people ask
Why don't Huawei phones have Google?
Huawei says that, because of Google's licensing, phones from the Mate 30 series on don't come with Google Mobile Services or Google apps, and that whether Google's apps can be used depends on Google's licensing policy. [1]
Does HarmonyOS run Android apps?
HarmonyOS 5 and later run native HarmonyOS apps from AppGallery. Huawei says Android packages install only through the third-party Zhuoyitong app, depending on what it supports. Huawei's global phones run EMUI, which is Android-based. [2][5]
Is Huawei on a US government list?
Yes. The US Commerce Department added Huawei Technologies Co., Ltd. and sixty-eight non-US affiliates to its Entity List in a rule effective May 16, 2019, which imposes additional export license requirements on listed entities. [8]
