Where it is sold and how to get one

BQ's site names the trademark owner as New Line LLC (ООО «Новая Линия») in Moscow and says production is carried out to that company's order; it does not say in which country the phones are made. BQ says it sells through retail chains and marketplaces and has service centers in Russia and other CIS countries.

BQ's product page lists the 2412 Shell Duo at 3,290 rubles as of Oct. 15, 2026, and links to listings on Ozon, Wildberries, Yandex Market and Megamarket. BQ's own online store did not list it on Oct. 15, 2026; the store's flip-phone section showed three other models, all out of stock.

We found no seller that ships the Shell Duo to the US. Getting one from outside Russia would mean a parcel-forwarding service or a contact in Russia; we have not tested any, and US import rules for Russian goods apply (see below). [1][2][3]

Specifications

Will it work in the US?

Only where a 2G (GSM) network still runs. BQ lists GSM 850/900/1800/1900 MHz and no 3G or 4G.

- T-Mobile's network page still lists a 2G network on band 2 (1900 MHz), which is in the Shell Duo's list, but its network evolution page says: "As of August 3, 2026, T-Mobile's 2G GSM network will be retired." - AT&T says a device must work on its 4G LTE network; the Shell Duo has no 4G.

Check with your carrier before trying it. See phone bands and US carriers. [1][4][5][6]

Apps and Google

BQ files the Shell Duo under phones (Телефоны), separate from its smartphones, and names no operating system, Google services or app store for it. BQ's product page lists two SIM slots, a memory card slot up to 64 GB, an 800 mAh battery and USB-C charging. [1]

What's different

The Shell Duo is a two-screen clamshell: a 2.4-inch screen inside and a 1.77-inch screen on the lid. It weighs 95 g and measures 103 x 53 x 17.5 mm. BQ's catalog also lists another flip with the Shell Duo name, the BQ 2464 Shell Duo, at 3,190 rubles with a 1,300 mAh battery and nano-SIM slots. [1][7]

US import rules for goods from Russia

This is not legal advice; check with US Customs and Border Protection (CBP) or a customs broker before importing.

- Tariffs. CBP says that under the Suspending Normal Trade Relations with Russia and Belarus Act, signed April 8, 2022, imports from Russia are subject to the "Column 2" duty rates of the Harmonized Tariff Schedule (HTS), and that presidential proclamations raised Column 2 rates for certain products. The HTS lists a Column 2 rate of 35% for "Other telephones for cellular networks or for other wireless networks" (subheading 8517.14.00). The HTS defines "smartphones" (subheading 8517.13, also 35%) as cellular phones "equipped with a mobile operating system" that can download and run multiple applications; BQ names no operating system for this phone. CBP decides how an item is classified. BQ does not say where its phones are made, and CBP's rule is worded as applying to imports from Russia. - Import bans. The Treasury Department's Office of Foreign Assets Control (OFAC) says Executive Order 14068 bans imports of certain Russian-origin products, naming fish, seafood, alcoholic beverages, non-industrial diamonds, and other products the Treasury determines. See OFAC's Russia sanctions page for the current list and rules. [1][8][9][10][11][12]
